Meritocracy (merit, from Latin mereō, and -cracy, from Ancient Greek κράτος "strength, power") is a political philosophy which holds that certain things, such as economic goods or power, should be vested in individuals on the basis of talent, effort, and achievement, rather than factors such as sexuality, ethnicity, gender, or wealth. Advancement in such a system is based on performance, as measured through examination or demonstrated achievement.

Meritocracy can also be a form of government based on technocracy, that filters or selects both the politicians and the voters.

The Meritocratia Movement

Meritocratia (meritocracy in Latin) is a political movement for the European Union with the aim to propose radical reforms of the EU member countries, including abolishing the democracy in favor of a strict, controlled form of technocracy based on merit. The movement proposes the Federalization of the European Union, the institutional process by which the European Union (EU) is transformed from a confederation (a union of sovereign states) towards a federation (a single federal state with a central government, consisting of a number of partially self-governing federated states).

The movement wants to achieve the following:

Economy

  1. Basic Income, to all citizens that completed the High School.
  2. Evidence-based design (EBD).
  3. Evidence-based library and information practice (EBLIP).
  4. Evidence-based management (EBMgt).
  5. Evidence-based policy (EBP).
  6. Evidence-based practice (EBP).
  7. Free market replaced with social capitalism.
  8. High inheritance taxation (80%). The super-rich can no longer pass on their wealth to a select few (their privileged children). This would mean the end of the elite dynasties and hereditary monarchy.
  9. High taxation (80%) to anything related to religion, spiritual belief, alternative medicine, pseudoscience.
  10. Low and fixed income taxes to stimulate the economy and attract investments.
  11. Nuclear electricity encouraged and thermoelectric generator dismantled.
  12. Penalization and taxation of cash in favor to traceable electronic transferences.
  13. Secularization of properties owned by the Church or other religious entities.

Education

  1. Abolition of Religion from any classes of any school, including private.
  2. Admission test for every faculty at the University.
  3. Assistant teacher mandatory on primary, middle and high school. There should always be at least two teachers.
  4. Camera mandatory in all class rooms. For security, control, quality and to record the lessons for future visualization.
  5. Computers and tablets instead of books and notes.
  6. Computer Programming class mandatory from High School.
  7. Critical Thinking class mandatory from primary school. Children will learn from the primary and middle to all the high schools how to defend from religions, scams, hoaxes, quackery.
  8. Evidence-based design (EBD).
  9. Evidence Based Education. Educational System reforms based on best practice, MBTI personality types, Raven Matrices and insights from radical innovators such as Rudolf Steiner and Maria Montessori.
  10. Evidence-based library and information practice (EBLIP).
  11. Evidence-based management (EBMgt).
  12. Evidence-based practice (EBP).
  13. Exams valid as certificates. A single exam will be recognized with a title or certificate.
  14. Free Kinder Garden and free mandatory primary, middle and high school.
  15. Foreign Languages mandatory from primary school.
  16. Foundation and Associated Degrees available at all Universities (two years), always convertible to Bachelor Degree with one extra year and relative credits. Bachelor Degree still necessary for Master Degree.
  17. Game Theory class mandatory from Middle school.
  18. Religious symbols prohibited on school and public offices.
  19. Science class mandatory in all school, from the primary and middle to all the high schools.
  20. Sex Education class mandatory the first year of the High School.

Foreign Affair and Defence

  1. Candidature of Israel to European Union member.
  2. European Army, instead of national army.
  3. European Foreign Intelligence, instead of national.
  4. European Sovranism, strict politics against not skilled immigration.
  5. Evidence-based design (EBD).
  6. Evidence-based library and information practice (EBLIP).
  7. Evidence-based management (EBMgt).
  8. Evidence-based policy (EBP).
  9. Evidence-based practice (EBP).
  10. Expulsion of religious immigrants already on European Union.
  11. Military expenditure 2% of GPD.
  12. Revocate European Union candidature to countries not reflecting European laws and values for 2 years. Such countries should apply again when compliant.
  13. Skilled immigration only as general politic for citizen of non European countries.
  14. Strict politics against economic immigration.
  15. Westernization of the Mediterranean countries.

Health

  1. Alternative Medicine banned from Pharmacies.
  2. Abolition and persecution of unproven medical therapy as Alternative Medicine, until formally and scientifically (with scientific method and peer review) proven.
  3. Evidence-based design (EBD).
  4. Evidence-based library and information practice (EBLIP).
  5. Evidence-based management (EBMgt).
  6. Evidence-based medicine (EBM).
  7. Evidence-based nursing (EBN).
  8. Evidence-based pharmacy.
  9. Evidence-based policy (EBP).
  10. Evidence-based practice (EBP).
  11. Experimental medicine is permitted and encouraged for research, but not permitted as therapy.
  12. Persecution of healers, quacks and not certified nutritionists.
  13. Persecution of physicians, pharmacists and practitioners that offer alternative medicine.
  14. Public health expenditure 10% of GPD.
  15. Prohibition of any alternative medicine and practice, until formally and scientifically (with scientific method and peer review) proven.
  16. Vaccines free and mandatory, all existent and available in the market after proven security and efficiency.

Internal Affair and Police

  1. Double confiscation. In case of fraud the government can confiscate double the value of the money collected by the offender in the criminal activity.
  2. Evidence-based design (EBD).

  5. Evidence-based policy (EBP).
  6. Evidence-based practice (EBP).
  7. Exile and deportation instead of jail for foreigners.
  8. Province jurisdiction eliminated.
  9. Regions with less autonomy.
  10. Violent crimes can be controlled using chemical castration and hormone based therapies.

Politic and Public Administration

  1. Cursus Honorum. Politicians should achieve a political career before to be allowed to candidate as National or European deputies (eg. local or regional elections before to be eligible). Deputies and Senators candidates should participate to a 6 month course of Political Science, before to be eligible. Ministries can only be chosen along deputies.
  2. Definition of a minimum IQ to be accepted as political candidate (different standards for the different positions, eg. a certain IQ can be enough to participate to tribal election, but maybe not enough for national or European elections).
  3. Democracy abolition in favor of a strict, controlled form of technocracy based on merit.

  12. Licence to vote. Only passing an exam for each specific ministry or earning credits with a proven specific education or work experience will permit the citizen to vote. It means that a person that will pass the exam for economy and not for health could still vote the ministry of economy but cannot vote the ministry of health.
  13. Ministers chosen for their proven competences in the specific fields. Teaching or practical experience required.
  14. Modernization of the Public Administration with elimination of printed paper in favor of certified and verified digital information.
  15. Political parties abolished in favor to direct voting of the Ministers.
  16. Scientific Committee, an Inquisition of judges to control the operate of the politic in respect of Evidence Based Politic, Evidence Based Education and Evidence Based Medicine.

Society

  1. Licence and fee to have domestic animals.
  2. Prohibition of baptism and circumcision and any other religious practice to minors.
  3. Prohibition of dogs and big domestic animals in the city area.
  4. Religions are discouraged, taxed and publicly hidden. They can be reserved on the sole personal and family sphere.
  5. Positive discrimination abolished in favor to merit.
  6. Prohibition of religions and sets that claim superiority over its non-believers or propose harming them (like Islam).

Transport

  1. Cars, even electric, prohibited on the city area excluding taxi and public transportation.
  2. Electric towers on the street to free recharge electric scooters.
  3. Modernization and electrification of the public transportation.
  4. Petrol Engines prohibited in the city area.
  5. Taxi and public transportations inside the city area should be electric.
