Meritocracy (merit, from Latin mereō, and -cracy, from Ancient Greek κράτος "strength, power") is a political philosophy which holds that certain things, such as economic goods or power, should be vested in individuals on the basis of talent, effort, and achievement, rather than factors such as sexuality, race, gender, or wealth. Advancement in such a system is based on performance measured through examination and/or demonstrated achievement in the field where it is implemented. Advancement in such a system is based on performance, as measured through examination or demonstrated achievement.

Meritocracy can also be a form of government based on technocracy, that filters or selects both the politicians and the voters.
